Wisconsin Governor Fundraising: Tiffany Leads After GOP Transfer
Republican Tom Tiffany entered the final weeks before Wisconsin’s Aug. 11 gubernatorial primary with nearly $3 million available to spend, more than twice the combined cash held by the five Democratic campaigns included in the latest fundraising comparison.
Tiffany reported receiving $8.72 million during the first six months of 2026 and ending the reporting period with nearly $3 million in cash. However, approximately $6.1 million of his reported receipts came through a transfer from the Republican Party of Wisconsin.
That transfer represented nearly 70% of Tiffany’s six-month total and substantially widened the financial gap between his campaign and the Democrats competing for their party’s nomination.
Wisconsin Governor Campaign Fundraising
The campaigns reported the following amounts raised from January through June, along with their cash available at the end of the reporting period:
- Tom Tiffany, Republican: $8,719,828 raised, $2,998,334 cash on hand. His total included a $6.1 million transfer from the Republican Party of Wisconsin.
- Mandela Barnes, Democrat: $841,358 raised, $204,207 cash on hand.
- Francesca Hong, Democrat: $708,884 raised, $410,563 cash on hand.
- Joel Brennan, Democrat: $665,627 raised, $359,583 cash on hand.
- Sara Rodriguez, Democrat: $561,817 raised, $34,990 cash on hand.
- Kelda Roys, Democrat: $527,432 raised, $406,492 cash on hand.
The five Democratic campaigns listed raised a combined $3,305,118 during the reporting period and finished with a combined $1,415,835 in cash.
Tiffany’s campaign reported approximately $2.62 million in receipts after subtracting the $6.1 million party transfer. That is less than the five Democratic totals combined.
The more consequential difference is cash available for the closing weeks of the campaign. Tiffany’s nearly $3 million balance was more than twice the combined cash held by those five Democrats.
Party Transfer Changes the Fundraising Picture
A simple comparison of the candidates’ topline fundraising totals could give voters the impression that Tiffany independently raised more than twice as much as the five Democrats combined.
The filings present a more complicated picture.
The Republican Party transfer gave Tiffany’s campaign immediate access to money that the party had raised through its own fundraising operation. It remains a significant political advantage, regardless of where the money originated, because the campaign can use it to advertise, organize voters and respond to attacks.
However, separating the transfer from Tiffany’s other receipts provides a clearer measurement of how much money flowed directly into his campaign during the six-month period.
Tiffany’s campaign separately announced that it had raised more than $10 million since launching, received contributions from all 72 Wisconsin counties and attracted more than 10,000 small-dollar donors. Those are claims made by the campaign and are broader than the January-through-June reporting figures used in this comparison.
Rodriguez Ends Period With Less Than $35,000
The new report is particularly difficult for Lt. Gov. Sara Rodriguez.
Rodriguez reported raising $561,817 during the first six months of the year but ended the period with only $34,990 available. That was by far the smallest cash balance among the six campaigns shown.
The filing followed Rodriguez’s announcement that she fired campaign manager Kara Spencer after discovering contributions had been counted twice, expenses had been understated and television advertisements had not aired because invoices remained unpaid.
Rodriguez notified the Wisconsin Ethics Commission and said her campaign was working to correct previous reports. She has said she will remain in the race.
The $34,990 reported in the new filing is substantially lower than the approximately $200,000 Rodriguez estimated was available when she discussed the situation earlier in the week.
Democrats Face an Expensive Primary
The Democratic candidates must continue spending money to introduce themselves, advertise and persuade voters before the Aug. 11 primary.
The eventual nominee will then have less than three months to reunite the party, replenish campaign funds and compete against the Republican nominee in November.
Hong and Roys reported the strongest Democratic cash positions among the campaigns shown, with each holding slightly more than $400,000. Brennan reported nearly $360,000, while Barnes had just over $204,000.
Fundraising does not determine an election by itself. Candidates can receive later support from political parties, unions, advocacy organizations and independent expenditure groups. A competitive primary can also build voter interest, volunteers and campaign infrastructure.
Still, money determines how often candidates can reach voters through television, digital advertising, mail, field organizing and campaign appearances. Tiffany’s nearly $3 million balance gives him considerably more flexibility during the closing weeks of the primary and the transition into the general election.
