Sheboygan Seeks $5 Million for 2027-28 Lead Service Line Work

Sheboygan is seeking up to $5 million in state loans to support future replacement of leaking private lead service lines during the 2027 and 2028 construction seasons.
At a July 2026 Common Council meeting, the Sheboygan Waterworks Commissioners received approval to apply for three Safe Drinking Water Loans through Wisconsin’s program: two loans of $1 million each and one loan of $3 million.
Work could be coordinated with street projects
The proposed funding is intended for urgent spot replacements on private properties across the City of Sheboygan. The work could be coordinated with selected Sheboygan Department of Public Works street projects when possible, which may help limit repeated construction impacts in affected areas.
The action allows the city to apply for the loans. It does not mean Sheboygan has received or secured the $5 million, and it does not guarantee that a particular property will qualify for assistance.
What property owners should know
Sheboygan Water Utility says its voluntary replacement assistance for 2026 is fully committed and that new applications are no longer being accepted for that program year.
Residents interested in possible future assistance can join the utility’s notification list for updates about a potential 2027 funding year. Joining the list does not guarantee funding.
Property owners should contact Sheboygan Water Utility before assuming that a property qualifies or that city assistance would cover the full cost of replacement.
How the state program works
Wisconsin Department of Natural Resources guidance explains that the Safe Drinking Water Loan Program provides funding to municipalities. The program does not award funds directly to individual homeowners, so any future assistance would depend on the city’s application, state program approvals and local implementation details.
