Sheboygan Plan Commission to Hear Proposed TID 21 Boundary Amendment August 26

The City of Sheboygan Plan Commission is scheduled to hold a public hearing and consider a proposed second boundary amendment for Tax Incremental District 21 at 4 p.m. Wednesday, August 26, 2026.
The proposal would add territory to the existing TID 21 district, which includes portions of downtown Sheboygan, the riverfront and the near-southside area. The City identifies the filing as Boundary Amendment #2 and says it is the second of four permitted territory amendments. Portions of the proposed addition overlay TID 17.
What would change
The draft plan would expand the geographic area covered by TID 21, but it would not increase the district’s currently approved total for eligible project expenditures. That total would remain $182,418,239.
The August 12 draft projects approximately $343,138,700 in incremental value and about $116.5 million in incremental tax revenue over the district’s allowable 27-year term. Those figures are forecasts based on the plan’s stated assumptions, not money already collected or guaranteed.
The plan identifies eligible categories that can include infrastructure, cleanup and demolition, property acquisition, development incentives and related project costs. It does not approve a specific development, developer, construction schedule or individual project. Separate Common Council approvals would still be required for expenditures.
What happens next
The City Plan Commission hearing and consideration are listed for 4 p.m. Wednesday, August 26. The official meeting portal also lists a Joint Review Board meeting for 8 a.m. that day. The draft plan, however, lists the Joint Review Board’s consideration date as “TBD.”
The draft lists September 21, 2026, for possible Common Council consideration.
