Sheboygan Opens Public Comment on Proposed $928,390 CDBG Plan

Sheboygan residents can review and comment on a proposed plan for the city’s 2026 Community Development Block Grant program through October 16.
The City of Sheboygan anticipates approximately $928,390 in 2026 CDBG funding. The proposal includes changes to the city’s 2025-2029 Consolidated Plan, an amendment to the 2025 Annual Action Plan and a draft 2026 Annual Action Plan.
What the proposed plan would change
Under the proposal, anticipated funding for real-property acquisition would be reduced by $1.5 million. The 2025 Annual Action Plan amendment would also direct $160,000 from eligible real-property acquisition funding toward annual repayment of debt connected to HUD’s Section 108 loan-guarantee financing program.
The plan would increase the amount available for homeowner housing rehabilitation. That is proposed funding availability, not a guarantee that every applicant will receive assistance or that a new application period is currently open.
CDBG funds can support eligible local activities involving housing, infrastructure, parks, economic development and nonprofit-related community needs, with an emphasis on benefiting low- and moderate-income residents.
How Sheboygan residents can comment
The public-comment period runs from September 16 through October 16, 2026. Under the city’s Citizen Participation Plan, comments submitted by email by 11:59 p.m. October 16 will be accepted.
Residents can review the documents through the City of Sheboygan’s Reports and Notices page or in the Planning and Development Department at City Hall, 828 Center Ave. in Sheboygan. The city’s public notice includes the submission instructions and related documents.
October review and public hearing
The Finance and Personnel Committee is scheduled to review the plans at 6 p.m. October 12. The Common Council is scheduled to hold a public hearing and take final action at 6 p.m. October 19. Both meetings are listed for City Hall at 828 Center Ave.
The funding changes remain proposals until the Common Council acts. For residents who care about housing rehabilitation, neighborhood investment or how federal community-development dollars are allocated, the comment period is the opportunity to review the details and weigh in before those decisions are made.
