Sheboygan Opens 2027 CDBG Planning With Public Input

The City of Sheboygan has opened early public input for its proposed 2027 Community Development Block Grant program year, giving residents and eligible local organizations a chance to discuss housing and community-development needs with city staff.
The city’s CDBG Reports and Notices page says individual meetings are available to discuss questions, project ideas and potential applications. The program is limited to activities that meet U.S. Department of Housing and Urban Development requirements and generally benefit low- and moderate-income residents or meet another federal national objective.
How the public process works
Sheboygan’s citizen participation plan calls for two public-hearing stages during the annual CDBG planning process. The first focuses on needs assessment. A later hearing is connected to adoption of the city’s Annual Action Plan.
After the adoption-stage hearing, the plan must be available for at least 30 days of public comment before it is submitted to HUD. The city’s plan also provides for public access to CDBG records and accessibility accommodations during the participation process.

What types of projects may qualify
City materials identify possible CDBG activities such as housing rehabilitation, affordable housing, accessibility improvements, sidewalks, crosswalks, streets, street lighting, parks, economic development and qualifying nonprofit public services.
That does not mean every proposal will qualify. Projects must follow federal CDBG rules and show an eligible local need, including a documented benefit for low- and moderate-income people when required.
