Plymouth School District Forecast Projects 248 Fewer Students by 2040
A Plymouth School District study released in October projects enrollment will decline by 248 students between June 2026 and 2040, assuming the housing growth included in its forecast takes place. If no new housing is built through 2040, an alternative scenario projects a decline of more than 540 students.
These are long-range projections, not a final enrollment count or a decision about school schedules, buildings or services. The forecast gives district leaders and families a planning picture as the district evaluates enrollment alongside anticipated community growth.
Housing growth is a major assumption
The district’s study considers anticipated housing development, demographic change, neighborhood turnover and the number of students associated with housing units. It projects about 1,303 new housing units across the district by 2040, with most of that growth expected in the City of Plymouth. The no-new-housing scenario shows how different the enrollment outlook could be if that development does not happen.
The district says its consultant used neighborhood-level housing estimates and student-per-housing-unit ratios, drawing on demographic information, municipal plans, recent and pending developments, and discussions with local planners and real estate experts. The forecast also holds some enrollment factors constant, including open-enrollment assumptions based on the 2025-26 school year.
State count is separate context
Wisconsin Department of Public Instruction data lists Plymouth at 1,944 adjusted pupils in January 2026, down 23 from September 2025. That state count is a separate, recent measure; it is not the district study’s projection from June 2026 to 2040.
The study itself does not change school plans. The district says it is evaluating the findings for further Board of Education discussion. Families can check the district’s official board materials for confirmed meeting details and future updates.
