Homeowners Raise Concerns Over Lead Service Line Replacement Costs in Sheboygan
Several Sheboygan residents are voicing confusion and frustration over billing related to the city’s Lead Service Line Financial Assistance Program, a municipal effort to replace aging private water laterals containing lead or galvanized pipe.
According to documents shared by residents, the program provides a grant covering up to 75% of replacement costs, with the remaining balance financed as a 0% interest loan to the property owner. The loan portion is repaid over six years, appearing as a separate charge from regular water bills.
In one case, the total project cost was $4,250, with the City providing $3,187.50 in grant funds and the homeowner financing $1,062.50 through a 72-month loan — about $14.76 per month. The city pays contractors directly, in this instance Alfson Excavating LLC, upon verified completion of the work.
Residents in online neighborhood discussions say they were surprised by certain charges or unclear on what work was covered. Some questioned whether they were paying for improvements benefiting nearby properties or city infrastructure. Others noted that past lateral replacements were fully funded by the city.
The Sheboygan Water Utility has confirmed the program’s purpose is to replace privately owned service lines to ensure safe drinking water and compliance with updated state and federal standards. While public-side replacements are city-funded, homeowners are responsible for their private laterals but may qualify for financial assistance through the program.
